The International Criminal Court (ICC) investigates and, where warranted, prosecutes individuals accused of the most serious crimes against the international community: genocide, war crimes, crimes against humanity, and the crime of aggression. The Lord’s Resistance Army (LRA) is a Ugandan rebel group currently operating in the border region of the Democratic Republic of the Congo, the Central African Republic, and South Sudan. Fighters of the LRA, established in 1988, conduct violence for the sake of violence, primarily against civilians. The case we will be assessing throughout the committee will be the case of The Prosecutor v. Dominic Ongwen. Dominic Ongwen served as a Brigade Commander of the Sinia Brigade, where he carried out acts common within the LRA, such as murder, torture, rape, and mutilations aimed primarily at Acholi communities, as well as abducting tens of thousands of children over the years to use for forced exploitation and child soldiers.
